Joseph Cerrito's Power Struggle.

I am not going to use the format here purely because it makes it harder to structure the report. If you choose to ignore the report as a result this is your prerogative. The report is obviously about "Joseph Cerrito" however it is also a general criticism of staffing on a new server. Ultimately, on a low population server you must consider that some rules may have to be ignored or applied with additional leniency, since if there are two people minging on a server of 6 deciding to enforce harsher rules could result in almost 33% of the population being kicked instantly.

Obviously, I am not saying that you should allow all rulebreaking for the sake of maintaining a higher player count, as eventually it will lead to the inverse where new players are put off from playing as a result of reduced staffing. However it is very important to identify that rulebreaking is not uniform in its affects and therefore it should not be punished the same. For example:

   A) Someone is killing 3 people randomly in a peak of new players.
   B) Someone is killing 6 people randomly however only staff and regulars are online.

This example clearly highlights that with a rigid enforcement structure situation B would be punished far heavier than situation A, however situation A is far more likely to have a negative impression on the playerbase as a whole and could result in new players being turned away from the server entirely. These first player impressions are absolutely crucial to converting a player who is simply browsing into a regular. This is the inherent issue that a few staff members have clearly exhibited whilst we were playing on the server.

Now, it is clear to state that me and my friend were by no means following the rules. We were propkilling eachother, having random gun battles etc. And that is against the rules and should therefore be enforced. However at the time it was just me, my friend and 3 trial moderators making up the online playerbase. Again at this point an importance balance must be struck between keeping players on the server with the intent of boosting up the GMOD server rankings to hopefully gain more players, and enforcing the rules correctly.

We got consistently warned which is a good idea however it keeps the player on the server (up to a point) whilst also keeping a record of rule breaking, however when the staff members then take it upon themselves to kick and jail the players it quickly starts to lose merit. Joseph Cerrito took a liking to us fast, as he would follow us around the map cloaked ready to pick us up and take us to a rooftop the second we decided to have a joke between eachother and do something that was agianst the rules (such as propkilling). This wasn't too bad, however it eventually turned into somewhat of a power thing for poor old Joseph as he began kicking us and intentionally provoking us (such as becoming the job that is KOS and stealing our ammo to get a rise out of us). Eventually this escalated Joseph jailing us both for an amount of time so large that the game negatively wrapped the value. Obviously perma jailing us. Whilst I was in jail, he began shooting flames into the box to kill me (an offence he had actually kicked me for after I RDM'ed my friend whilst he was in jail).

I want to clearly say before I finish this that Joseph should not be demoted, instead this is mainly for the upper management to get them to try and rethink their punishment strategy that takes into account the fragile state that the server is currently in.
